ANALISIS PARKIR TEPI JALAN UMUM DAN SIMULASI TARIF UNTUK PENINGKATAN RETRIBUSI KOTA MAGELANG

Abstract

Parkir merupakan salah satu sumber retribusi dari pendapatan asli daerah di Kota Magelang. Kota Magelang memiliki visi di bidang jasa karena keterbatasan sumber daya alam berupaya untuk membenahi berbagai hal yang mendorong tercapainya visi tersebut. Dengan panjang jalan Nasional/Negara dengan panjang 8,43 Km, jalan Provinsi dengan panjang 4,023 Km dan jalan Kota dengan panjang 119,126 Km membutuhkan penataan parkir yang efisien dan efektif. Studi ini bertujuan untuk menganalisis dan mensimulasikan retribusi parkir di Kota Magelang. Lokus studi dilaksanakan di 11 Blok parkir di Kota Magelang dengan metode penelitian menggunakan deskriptif kuantitatif yang sumber datanya berasal dari data sekunder. Simulasi dilakukan dengan menggunakan komparasi antara retribusi dengan tarif tetap, tarif progresif dan kombinasi keduanya. Hasil simulasi menunjukkan retribusi tarif tetap sebesar 16,71% dari total pendapatan retribusi sedangkan dengan tarif kombinasi memperoleh nilai potensi sebesar 57,95% atau selisih potensi retribusi sebesar 41,24% apabila menggunakan tarif kombinasi.
