Perencanaan Komposisi Pengadaan Rangkaian Kereta Cepat: Studi Kasus di Indonesia

Abstract

Mega proyek kereta cepat (HSR) Indonesia pada rute Jakarta-Bandung direncanakan mulai beroperasi di Indonesia. Tipe HSR yang digunakan adalah generasi terbaru dari CRRC Qindao Sifang. Sebelum beroperasi, pengadaan jumlah unit HSR awal menjadi faktor yang krusial sehingga perlu dilakukan perencanaan dan proyeksi yang tepat. Tujuan penelitian ini adalah merencanakan komposisi pengadaan rangkaian kereta cepat (HSR) rute Jakarta-Bandung pada awal operasional. Metode yang digunakan adalah Integer Linear Programming (ILP) untuk menentukan komposisi pengadaan rangkaian HSR yang optimal untuk setiap skenario. Dua skenario juga dipertimbangkan sebagai preventif dari ketidakpastian kondisi atau situasi ke depannya. Hasil analisa menunjukkan bahwa jumlah optimal untuk tipe HSR tersebut adalah 7 unit, yang terdiri dari 5 unit dengan skema beli dan 2 unit dengan skema sewa. Pada skenario 1, jumlah unit HSR pada rentang 2-11 unit rangkaian terdiri dari 2-8 unit dengan skema beli dan 0-3 unit dengan skema sewa. Adapun pada skenario 2, jumlah unit HSR sebanyak 6 rangkaian terdiri dari 4 unit dengan skema beli dan 2 unit dengan skema sewa.
